The European Union will launch a sixth package of sanctions against Russia within a few days, according to Austrian Foreign Minister Alexander Schallenberg.
Schallenberg said he was "confident" that the bloc's final show of unity with Ukraine would be ready to go after the necessary "discussions".
The move is necessary, he added, because "Russia is watching us."
Jean Asselborn, Luxembourg's foreign minister, seemed less confident about the timing, saying EU officials needed more time to reach an agreement that worked for everyone.
But he acknowledged: "There is really no excuse for not completing the package."
The EU, Britain and the US have already imposed a series of economic and diplomatic sanctions on Moscow./21Media
